Default Need help on removing bolts from shock mount

I have a 2001xj. The bolts broke out of the shock mount in the rear. I need to know the best way to get the broken bolts out. Any suggestions?

All 4 bolts broke on mine when I changed the shocks. What I did was punch out the nut from the plate using an air hammer and punch attachment (the nut is just spot welded to the plate). Then fished some bolts through with wire. Finally secured the shocks with new lock washers and nuts.
