also i was wondering if there is another pump besides the electric fuel pump in the tank....is there a mechanical pump of any kind to push it up to the rail or is it just the electric one?

Here's a little something that might help. It's a pretty thorough writeup on diagnosing a no start..This might help out a bit.

the fuel pump may still make a hmm sound, but it could still be bad, theres a check valve in the pump that could be bad so it may not be holding pressure.

Fuel pressure on my 95 jeep grand was 39 psi, + or - 2 numbers...It went to 41 psi and did not drop below 30psi...
If it stays around 20 psi and drops no futher you are ok...
U must have a fuel pressure guage to check it...
The valve is located right over the valve covers on mine..I had to look real close to see the thing....
I had to borrow a fuel pressure guage from a mechanic nearby...Cost to much to buy one....Good to have friends that will help u out.....Good luck....!
