Need help with 96 XJ..HVAC issue

Need help with 96 XJ..HVAC issue
I posted this on jeepforum too but haven't really had any suggestions so going to try here too...
My A/C works fine on max and norm, vent also works fine. A/C blows nice and cold. Bi-level, HEAT, and defrost do nothing, the flaps open but the blower won't come on in these settings. I have heat just the blower doesn't come on. When on the defrost setting I hear the compressor kick in as well. This worked last week when I bought it. Checked fuses etc and can't find anything. Anyone have any idea what I should check next? Maybe a new HVAC controller?
