I just did mine.
You will most likely find that bolt that is still there is seized pretty good to the metal sleeve in the bushing.
I found that liberal amounts of PB Blaster and turning that clockwise and counter clockwise, as much as you can in both directions
eventually frees it up to be able to remove it. And even though that bolt is pretty long there will be enough room to clear the drum and get it out.
Also a jack under the rear helps when trying to get the sway bar in the bushing. Lowering or raising it to get it just right.
And just do both, I thought only one was shot on mine but upon closer inspection the other side was on its way out too.
I used the Napa NCP line ones. But I work there so............

You have to buy two sway bar links to do both sides but only one of the bushings cause there is 2 in the box.

The Amazon links for 10 bucks looks like a no brainer...
it's unclear if they actually come with bushings.... if not, I will get the NAPA bushings you listed..
no hurry... the winter freeze is among us .....
take a trip to pull a part and you may even get lucky and find one with decent bushings. Don't forget to check the bushings where the bar meets the frame.

I don't know what Amazon link you are referring to but I suggest buy the bushings that go with the links you buy.

While I agree I would only mess with those if you have too. Cause those bolts are are screwed into rivnuts in the uni-body.
Snapping one of those bolts, which I believe is very possible, could create much more work.
But it they need to be replaced they need to be replaced.
Of course you could just delete the rear sway bar entirely.
Guys do it when they lift. The Up Country version of the XJ did not even come with one from the factory.

As the name implies eliminates sway and roll.
But I have read plenty of times about guys removing them and noticing hardly any if any difference in handling.
Me personally. I would just as soon keep it though.

I had a problem with one of my Napa sway bar links out of the box.
When I opened up one of the bushings was a little torn. And I did not like it. LOL.
So I had to order another one and wait a day for it to come in.
I asked about driving with the one side not hooked up like yours and was told if I took it easy,
did not go over any big bumps and did not corner to hard it would be OK to run it like that.
Since I hardly drive, my Jeep is a DD, only vehicle I own, and live a half mile from work it was not a problem.
So you hearing those noises is not surprising.
One other thing I believe that when towing the sway bar does serve more of a purpose too.
Looking at your sway bar I don't think you have this problem but mine on the passenger side
had rotted a bit in the bushing. Decreasing the diameter of the sway bar. So it would be less of an tight fit
in the new bushing. Right or wrong I forced some rubber hose on it to take up the space that rotted away.
The driver's side in the last shot was fine.
Oh while you are in there you might want to check your bump stops.
I took the time to replace those to cause one was totally missing and the other was hanging on by a thread.
I did bust one of those bolts. Also screwed into rivnuts in the uni-body. But I own a rivnut gun so it was not to bad to repair.
The shiny one on the left is the new rivnut I put in.
I could have done without the bright orange but it was all I could find. LOL.
