I noticed that your bump stops are rusted off too.
The bolts will likely snap off on those. It's a pain, but you can drill & re-tap the holes for them. I was able to do it.
Anyway, I just did a bastard pack today, & put some used bump stops on mine. It's some tough wrenching, but well worth it.

They don't look too bad. Might be worth it to throw some new ones on though. Especially if your looking to do a lift soon. You can find good ones at the junkyard.

Well Im fine with the height im at now. As i said the wheel wells are GONE. But im looking for it to flex better and ride better. Its so ruff its hard to pull out on to a road out of a parking lot. It bangs and bottoms out the rear sway bar endlink.

Mine are sitting pretty flat under normal vehicle load and on level ground, so I plan to install either some HD OEM springs or maybe try and find a cheap replacement set that will yield 1-2" of lift.

As for you bottoming out that would be the shocks... and X2 on the leafs there not bad, but replacing them would prob be a good idea.

I had to look at this...even knowing what I'd see and all the answers I'd read...I had to look. I must be bored witless...
If it's any consolation, mine look exactly like that. If I put a bag of dog food in the back I come home from the store looking like some sort of Mexican pimp-my-ride XJ. It's pathetic. Makes my headlights blind oncoming traffic.

I don't think I'd say your leafs are shot, hell, alot of Cherokee leafs look like that. But they do look tired, and need some more beef. Do a bastard pack, with leafs from another Cherokee, a Chevy s10, or Dodge Dakota. I'd also ditch the rear swaybar.

Well I have blocks on the front and back, if I replace the rear leafs would 2in shackles be the way to get back to my 2in lift and ditch the block?

Shackles will stress your leafs even more than they are now.
I don't think you need new leaf springs, just more leafs in your pack.
I did an add a leaf from a used Cherokee pack, for a total of 5 leafs. Cut the ends off the main donor leaf, and insert under your main leaf. Your springs will love you for it. Mine are much happier, enough to have a slight smile, with a 1.5 inch shackle, they added another inch to the rear. Better yet, add the main and second leaf, and ditch the block.
