Multiple Cranks Before Engine Turns Over

I've basically been having the same problem for a while now. I had asked the question in a thread before and got little, but what is being said here now makes sense. That can also explain why there are no CEL codes involved, but the car won't start the first time if it has been sitting any period of time, but starts crisply the second and runs well otherwise.
Does anyone have the normal pressure readings at the fuel rail? It'd save me the trouble of finding them and the others here could use them as well.

On my 99, the grounds are located on pass fender well by battery, on fire wall in the center, and on the passenger side below cylinder 5. There may be more but these are the ones i cleaned.
