Default Mounting gas skid/ bumper

Im having a big problem mounting my stock gas tank skid and rockhard rear bumper. I already cut my heatshield off to put them on, but theres a tear in my unibody so they can't mount flush with the frame rails. Im not sure if thats whats causing it, but I can't get any of the holes lined up. I ghetto rigged the skid with 2 bolts on each side, but the mounting bracket sticks out about 5inches. Im thinking of having the skid and bumper welded, but any ideas would be appreciated.

is the nipple sticking out on the first and second pic the tear in the frame rail your talking about, if so looks like a sledge would flatten that back out for sure.

tried the sledge but its between the leaf spring and gas tank and theres just not enough room. Id really rather not take the spring or tank out.
