Ok so here is what I ended up doing and making this work for me.
Tools used;
Rotary tool from Harbor Freight p# 68696. ($19.99)
1 1/2" Cut-off wheels 3 pack ($5.99)
Short Flat head screwdriver.
Flathead Chisel
Hammer
PB Blaster
Channel locks pliers
2x4, 4x4 pieces to help with jacking up motor (everyone's jeep has different height)
Advise from other guys on this forum! (Priceless)
Soak overnight with PB.
Remove old brackets and motor mount.
Since I couldnt get any drill to fit with the space I had from Frame side to block side (+ or - 5") I went to HB and bought the grinder with cutoff wheels. Put together grinder and grind some slots in the bolts. I tried the short flathead screwdriver and it didnt want to rotate at all. Gave it a tap with chisel and started to rotate. Got the screw out enough to remove with channel lock pliers. Did this to all three busted bolts and removed them within 30 minutes. Installed the brackets back and new motor mount. At the moment I do not have the funds for the Brown dog mounts or brackets. So I did not go that route. Just went to Oreilly's and bought a new one, the old one was ripped a bit due to the busted bolts. All in all this was easier than I anticipated. All the tools used were tools that anyone should have or can get.
Thanks to all.

I'm in the process of doing motor Mounts too. When you say they are broken off and go with Brown dog. Do you have different mounting? Meaning don't need to bother removing the broken bolts?
=======================
Is there another way to lift the engine without an engine lift? A friend is using mine so it is temporarily unavailable. Since I had been replacing the exhaust manifold and the drivers side is there and so accessible, I was going to change at least the drivers side. It is shot. Can I support the engine another way from a floor jack? Or some way?
The passenger side is not so bad but I want to change it too. Is it ok to change the passenger side later?

Is there another way to lift the engine without a cherry picker engine hoist? I have an original replacement for the drivers side I want to do now and wait for my Brown dog order to do both.

Using floor jack and bottle jack but where can I support the engine? At the Lower Harmonic pulley? I thought across the oil pan is Not a good idea. Can't get a jack in to support right under the mount to the engine.

Supported the motor . Support at oil pan and another jack at the motor mount bolting to the engine. Everything went fine . Pulled the old mount out. Then went to mount new one. Something slipped and now it dropped where cannot put mount in. Have to jack up the motor some. At the mount at the engine but more likely at the lower pulley too. Slipped in just the center hollow shaft of old mount to keep from complete fail. Now need to jack it up and get mount in.

Got the engine mount. Actually no big deal once got it lifted. Just been a while since did this motor mount replace. Now finishing the rest. Will smog tomorrow and post what happens.
Here's the driver's side I replaced.
Ugly. The center comes out easily. Ummm, can I just replace it and putty the rest. JK

One thing I'd others to do. Most do but not all. Post the end results. Helps us others out here. Especially us scroungers like me who can do the work but need assistance.

The bolt(s) part number is 6034989. I went to the dealer the other day to buy some new ones and the counter puke told me there were none in the system and that Chrysler has not reordered any.
The bolts are the same 94-99, and changed to metric in 2000.
Our bolts are 3/8-16x1 1/8". I measured the bolts I removed from my brackets/engine and they are dead nuts on 1 1/8".
I bought some 3/8-16x2" grade 8 flange head bolts at the hardware and cut them down to 1 1/8". If you do this, make sure they are not over 1 1/8".
Edit: The OEM bolts are grade 8 flange head bolts.
Some on-line genuine Mopar parts vendors may have some stashed away they could sell. Don't know.

If bolts are not broken off. I would suggest a slightly shorter grade 8 bolt to replace. The reason the bolts back out and break off are because they are too long for the thread boss's. The factory bolts bottom out before they have a chance to stretch the bolt. if you use factory bolts atl east use a washer to give the bolt a chance to stretch.
So I'm going to go with Grade 8 shoulder bolts that are 1 1/4" long. Fastenal has them. Using Red loc-tite too.
