Motor clanks one time when trying to start will not start

Motor clanks one time when trying to start will not start
JUst bought jeep guy said it needs motor he don’t know why but everything looks good but when you try and start it just CLANKS one time like a dead battery or bad starter but it has new battery please help

disconnect the battery, remove the spark plugs, put a wrench on the crankshaft pulley nut and turn clockwise..if the crankshaft rotates then remove the valve cover and turn crankshaft again while inspecting the rocker arm movements.
This will establish 1) motor is seized up or not, 2) timing chain or gears are either broken or not.
let us know what your results are....
