missing/broken manifold bolts

missing/broken manifold bolts
I’m in the process of replacing a 4L engine on a 1994 Cherokee. The previous owner had started the job, and didn’t keep up with fasteners, etc. Can anybody tell me exactly what is used to secure the manifolds (intake & exhaust) to the head? I know the first one (closest to radiator) is a stud, but are there spacers, washers, etc? The last mounting hole (nearest to firewall) has part of the fastener still in the hole (below the surface). Does a stud go here as well? If so, does it have a spacer, etc?
I believe all others are the grade 8 screws, with the thick Belleville washer. Am I correct in this assumption?

It looks like the two outer most holes should have the 3/8-16 - 3/8-24 studs, with the Belleville washers, and the remaining 9 holes should have the 3/8-16 x 1 ¼ hex hd scrs. with Belleville washers.
What has me confused is the jeep dealer tells me that only 8 Belleville washers are required for this assembly, and that the stud uses a spacer, a Belleville washer, and a nut with attached washer. It was fairly obvious that he had no idea what he was talking about. When I questioned his count, he suggested I go look at somebody else's jeep to figure out what's going on.
Even the Jeep service manual (dealer’s manual) is unclear on the fasteners.

Other than the heavy washers you can get a kit with all the bolts and studs you need with this:

You should be able to find this Dorman kit 03408b at you local auto parts place.
I am not sure where to get the heavy washers. You need 9 of them.
When I put in my APN exhaust I used one of these kits to replace all of the bolts. The only difference form the OEM I found was the OEM had metric heads and these have SAE heads.
