I cant sleep. I keep thinking about having to part this thing out. I have a lot of money and time into this jeep. to part it out because of a short or whatever is wrong with this thing makes me sick. I can honestly say, Jeep is the only vehicle that has stranded me. I have total and complete plans on going to Colorado to pan for gold, my jeep wont let me. Im mad. Do i become a Ranger man? Toyota? V.W?

No, you get a Jeep Field Service Manual, complete wiring diagram, a good Multimeter ( I prefer analog and a Simpson 260 series is top notch ) and learn how to troubleshoot and repair the problem.
What if you became a Ranger, Toyota, V.W. person and THAT vehicle also developed an electrical problem?
You gonna trade vehicles every time a fuse blows and you cannot figure it out by reading a forum?
Electrical Problems can be quite simple to trouble shoot if you understand electricity.
Here is an example of a troubleshooting path you might follow assuming you have the proper wiring diagram ....
If a fuse blows that supplies 6 systems, you disconnect all six systems from the circuit. Insert a new fuse and power up the system.
Does the fuse blow now?
If NO, then one of the six systems is bad. Reconnect them one at a time, and power up until the fuse blows. The last one hooked up is where the trouble is.
If YES: Then the problem is in the wiring harness between the fuse and the connectors to those 6 systems.

Pay attention to his diagram.
Look at the paths highlited.
Disconnect all of those devices, power up and see if the fuse still blows.
But be advised that diagram is INCOMPLETE.
Note the one line that terminates in an arrow head that says " To S115 " ???
You need to know what S115 is.
But I would start with disconnecting the following .......
Ignition Coil
Generator
Powertrain Control Module ( Engine Computer )
Upstream Heated o2 Sensor
Downstream Heated o2 Sensor
S115 <---- whatever this is
If you disconnect ALL of the above, install a new fuse and turn power on and it still blows, there is a short in the harness.
Even the harnesses can be broken down and isolated to some extent.

what my next stepwould be is unplug all these item see if fuse still blows if it does i would look into nthe pdc connections below if not plug the items in one at atime until the fuse blows then center my attenion on that circut

Look at that diagram?
Do you see the arrow saying " To S115 "
You need to find out what " S115 " is, I know it is a continuation of the harness circuit and leads to something or maybe several other things but do not have the diagrams to find it myself.
FWIW: I might even try just installing a new Auto Shutdown Relay - possible it is shorted internally.

I think the cutoff date is July, if your XJ was built after July 1996, it's got 97 parts. ( at least from what I have read on this forum ) If you have a 96, use the 1997 FSM for wiring issues .... and the 1995 FSM for mechanical/body/frame issue.
Other then that, go to a Jeep dealer and pony up the $$$$ for a 1996 FSM is the best solution.
Electrical problems are a pain, but once you understand them your life becomes easier. Here is a real life example ....
We just bought a brand new washing machine, and cook range last week.
This past friday our dryer decided to DIE. On the back is a schematic. I looked at the schematic to find the START button because when I pressed that button it did not START. I broke out my multimeter and checked the circuit for continuity and all switches and wiring were good. There was only one thing left in the line and that was a non-resettable thermal switch. I bypassed that switch and the dryer started.
Total Cost Of Repair: $15 + 35 minutes ( 10 minutes teardown - 15 minutes troubleshoot & repair - 10 minutes reassemble )
OK I admit, an electric dryer is simple to diagnose and repair, well at least it is to me. Over the years I have collected dead dryers and brought them back to life, selling them at a nice profit to me.
I just need to learn a little more about gasoline engines and transmissions!!!!
I predict I will be back here screaming for HELP later this week when I tear into the REAR BRAKES on my 96 XY ..... pesky SQUEAK that comes and goes and seems associated with BRAKE PEDAL .... or possibly a wheel bearing! I dunno!!!

Yeah the 95 and 96 have different PDC's ... however I believe the circuit itself for that fuse may be more like the 97 than the 95.
There are copies of the 95 and 97 FSM's all over the place ... but that 96 is an elusive bugger.
My next XJ ( buying within a month ) will be a 98 or 99.
