I had the same problem with my lower bolt when i replaced the factory bolt/nut. I took a dremel and cut off some of the bottom of the access hole so i could get a wrench in there and hold the bolt. Worked well.

mine had that little tab on it too i never held on to it with anything it just hits the mount and you can tighten it. But i broke the bolt the other day taking it off so i will have do the cutting idea.
