Default lower control arm replacement

I have a 1999 XJ classic with a 4.0 Dana 30 front axle and I am trying to replace the front lower control arms and the nuts are frozen fast, tried heat spayed multiple times with PB Blaster and tried an impact and still won't budge. Can i just cut the bolts off and use grade 8 hardware to replace the ones i cut off? Please help!

If heated cherry red and they still won't budge, thumb the O2 and show 'em who's boss.

When you tighten the down to spec you should have the wheels on ground. Keeps the bushings from binding.

This.

I did my LCA with Jeep on ground. I used a battery Impact gun. Took some effort but they did come out
