Low Beams dont always turn on 2001 XJ

Low Beams dont always turn on 2001 XJ
I have a 2001 XJ and I tried to start my low beams this morning but they didn't work. When the plunger is pulled my fog lights turn on. My high beams work when switch on as well as my turning signals, but when I try to switch my low beams on they dont turn on.
*Sometimes they took up to 10 minutes before they turn on but this is the first morning they just haven't seemed to work at all*
