Default loss of power while drving

ok have a 96 jeep xj automatic trans. the problem im having is my jeep is bogging down going up hills and even on flat ground. when it gets to between 40-55mph. when i get up to speed and start letting off the peddal the rpms drop to between 1500-1000 and i get a extremely deep tone in the exhaust. if i let off the pedal and push it back in it jerks like it is hitting something. after it hits the rpms stay low. for me to speed up i have to give it a good bit of gas and it comes out of it but does it again when i start to let the peddal ut again. if it bogs down before i go down a hill the rpms will stay at 1500 and the low tone in the exhaust is there unless i put it into neutral and coast down the hill. someone said my kickdown cable might be the problem. any ideas

Tire size
Diff gear ratio
transmission model
Miles on the vehicle
any other quirks or problems

These would be a good start.

tires are 235/75 r15
gear ratio is 3.55
im not sure on tranny it is the stock for the 96 year
160,000 miles it has a bran new fuel pump

Your kickdown cable is either snapped, disconnected, or way out of adjustment. It sounds to me like it's going into 4th and locking the torque converter way to soon, then not unlocking and downshifting for hills or when you want to accelerate like it should. That's classic kickdown cable.

If you look at your throttle body, it should have two wire control cables run to it. One goes to the throttle pedal, the other is the kickdown cable. Try tightening the adjustment a bit, go out for a drive, tighten a little more until you get it where you want it.
