The down stream O2 is not critical to the fuel mapping strategy, it monitors the health of the catalytic converter. The sensors that help make all of the fuel strategy are the MAP and TPS sensors, about 65%.

Have you stuck a fuel pressure gauge on it and made sure your regulator is working correctly? Stuck regulator boosting fuel pressure might keep you running rich...

Did you gap your plugs properly? I just did a tune up. Whoever put the plugs in before had a huge gap. Along with cap rotor and wires I just gained 2.5 to 3.5 mpg! Up to 20-21 now.
