Ok well to start I went out wheeling in my pretty stock 2000 xj and thought I was going to be crossing over just a little froze water when all of a sudden the ice broke and we was damn near under water. To cut the story short after hours the following day we finally get my jeep out of this hole its in and got it home . Now almost a week later I finally started to work on things and every inside light is on and will not go off, headlights stay on no matter what unless the fuse is pulled, no power locks and then all of a sudden they will start trying to lock and unlock on there own . Were should I start first to try and figure out my mess I have going on ?

for starters I would remove all connection, bulbs and anything electrical on the side that went under and start drying things out.... hairdryer on the fuse box and so forth. Everything is acting up on you because water intrusion is creating connections direct to power and ground.
