Lift question

i am installing a 3" lift on a 96 cherokee sport. Springs and shocks on front. blocks and shocks on back. I cant seem to get the springs on with that pull that goes through the springs. What is that, and will i regret cutting it off?

It is called a bump stop!! DO NOT CUT IT OFF!!!
