rusty's offroad 4.5" lift kit is i think your best bang for your buck, i use their shocks and front coils and its realy nice and smooth compared to my friends Rough Country lift(hers will rattle your teeth out even after being broken in!
here is what the rusty's lift includes: its pretty much everything you need:
KIT INCLUDES:
• Front 4.5" coil springs
• Rear 4.5" leaf springs
• Fixed front lower control arms
• Front hydro preformance shocks
• Rear hydro prformance shocks
• Adjustable trac bar
• Front Sway Bar Drop Kit
• Transfer case drop kit
• Brake line extension kit
• Grade 8 U-Bolts
• 6 degree shims

Yes and No. Yes, you can install the lift as it comes and drive away, after alignment. But lifting is going to exagerate any issues with worn suspension components. 2WD same as 4wd, as far as lifting goes. Good thing is 2WD does NOT need a TC drop or SYE.

Imo, I would replace All of the Tie rod ends and any suspension bushing NOT included with the whatever kit you get. Doing a lift is a Major change to your rig, although easy to do. But most XJ's have a few miles on them and are due for major servicing anyway, by the time we get around to Modding them.
