Default Left tail light problem

I'm working on a 2000 Jeep Grand Cherokee Laredo. So far I've replaced the pigtail, circuit board and flasher relay. We can't find any blown fuses. It worked intermittently, however it doesn't work at all now. Apparently this is a common problem with voltage drops in other vehicles of a similar make and model. Specifically in the left tail light.

Where should I check for voltage drops and where do I put my multi-meter leads at?

Also, I see there are two different types of calipers. How can I tell the difference?

Also, where can I find rotors, pads and suspension?

You would better off asking these questions in the GC section since this is the XJ section.
