So I've essentially done a rebuild of my rear brakes. New wheel cylinders, new shoes, various new springs. I bled the brakes. The problem I'm still having (was having this problem before I changed brakes) is that my parking brake won't stop my car from rolling. If I pull it up when I'm coasting, I can hear my brakes engaging the drum, and my car slows a bit, but hardly noticable. I have the XJ back on jack stands with the wheels and drums off now. From what I can tell, the star wheel adjuster is adjusted to be a small as it can be. Could that need adjusting out? I've currently letting them soak in PB Blaster because they are completely stuck and won't budge. Thanks again for the help so far guys. Hopefully this'll be the last problem.

Yeah you want to adjust them out, but you don't want your shoes to be rubbing while the brake isn't engaged, which would slow you down driving etc.

Yeah, so basically I'm at a stand still until I see if I can use these adjuster screws or need to replace them. Could it be anything else? I didn't replace my drums but they look perfectly fine on the inside. The e-brake cable seems to be pulling fine also.

So just to recap, because I know I hate finding threads like this where the OP doesn't come back to say what was actually needed to fix the problem:

Replaced wheel cylinders on both sides (each about $12 at Advance Auto)

Replaced shoes on both sides (full set for about $20 from Advance)

Replaced various springs on both sides (spring kit for about $10 from Carquest)

Replaced star wheel adjusting screws on both sides (each side was separate set for about $7 each from AutoZone)

For all that plus a days work I essentially have brand new rear brakes except the drums.

Thanks again for all the help guys!
