this came with my rough country lift kit. There are 4.
is it a replacement strap for my leaf springs?
just slide it on and fold it over with a hammer?
is it enough to hold the spring pack secure? it seems heavier than the OEM straps on it but just checking.

That's exactly what is it. The clamps. They install just like you said

The strap is not there to "secure" the leaf pack. Main purpose is to keep the leafs from fanning out.
