In looking at the shackle. Being able to rotate it back is impaired by the bumper bolt because of a solid plate on the shackle. If I turn the shackle around, the inside is open and the bumper bolt won't effect the shackle for it to rotate back almost 45 degrees. Does this seem like a good idea before going to a relocation bracket?
Yes you must definitely need to relocate the shackle. The only way to correct the geometry is to relocate. $100 shipped is the cheapest I've seen on the forum. Just check under vendors section

The bumper bolt is a common issue, turn the shackles around. Bolt can be trimmed also.
