I'm trying to get to this point. What did you use to cut away the rubber on the front leaf bushing? How did you get everything off, to expose a 'clean' inner sleeve? So many questions, so much PB, so many blisters already.

I have a 93 in Pennsylvania and I didn’t have this bad of an issue. Yes, the bolt stopped retreating from the shackle and frame but only because the end of the bolt cleared the nut. Cranking on it at this point with a ratchet is pointless. I used a long thick flat head screwdriver against the under side lip of the bolt head and whacked it with a 5lb sledgehammer until it came out.
Granted I had to use a breaker bar the entire time I loosened both bolts as it was never loose enough to use an electric impact gun. I also removed the leaf by removing the bolt attaching the shackle to the frame and not the bolt attaching leaf to shackle as I was replacing shackle as well as leaf.
Drench everything in PB Blaster every day for at least a week or every couple days for two weeks. This helps greatly when the time comes.
I ended up cutting/prying/twisting off everything, to get down to just spring eye bolts. Then went back and forth with them, lots of liquid wrench. When it felt too tight i let it sit for a few days soaking. They ended up coming out without breaking nuts off inside frame rail. It was a lot more work on front end, but i dont have tools to fix nuts if they did break loose. The inner sleeves were definitely seized to the bolts; its my guess this is what causes the nuts to break loose usually.
I Have cut the front of the leafs off close to the bushing and removed the leaf spring. I cut a 1 inch portion of the rubber out and exposed the inner sleeve. What I can't figure out is, how did you spread the "C" portion of the leaf left after cutting off the pack to get it off? I'm working on this now, and posting from my phone, so excuse me if this doesn't show up correctly.
