This is a very old post. On the off chance anyone comes across this, my 99xj had this same issue. I won’t bore with details of all the things I did. But I narrowed the issue down to it would blow the fuse idling in any gear with the brake depresses. I went through every wire going to the trans with no improvement. If I started it with the trans in N I could let off the brake, put it in gear and it would drive. When idling stopped in gear it changes RPM’s!! Different vibration. Finally I put it on ramps, and started the engine and while running I climbed all under it shaking wires from fuel pump forward, the. To the engine compartment. The wire loom that runs from the PCM around the back of the engine was touching the end of the file rail!! Finally. Shook that wire and it died. Found it. Hope this helps someone.
