Jeep not shutting off When key is turned

Engine: 4 cylinder
When i got to shut off my jeep i turn the key and nothing happens with the motor the electric shuts off but that's it. So i naturally thought it was my ignition switch not shutting off the jeep so i replaced that and its still happening i could use some suggestions as to what it could be it would really help me out.
My jeep is a 91 cherokee xj with a 4cyl motor. it has a tilt steering column and a manual trans

Try swapping the ASD relay with another, it isn't unheard of for relay contacts to stick. If that doesn't change anything, see if there's still coil voltage at the ASD relay socket with the key off. There shouldn't be.
