Jeep electrical crisis....Im lost...help? haha
ok...so...i have a 99 cherokee sport...took it through a mud....well i pretty much found a 5ft deep puddle thinking it was shallower...oops...got stuck and had water up to the hood line on the left side....i have a 3" lift so the only thing that got water logged or soaked was the PCM...didnt suck any water into the engine...i checked my engine oil dipstick...no water...when it was submerged, i had water about half way up the driver door...and it never stalled or shut itself off..i shut it off...it sat for about 6hrs in the water, and then when it finally got pulled out, i started it once the air filter was out of the water...and it started right up!....however i was stupid and shut it off after a minute or two of running perfectly fine once it was flat, level and the water was draining from the floor pans and the engine was 100% out of the water and so was the exhaust....
had to let it sit over night because it wouldnt start up again...the starter wouldnt crank the engine over...so the next day went back...no power anywhere..so i got a new PCM(programed already)...battery, and hooked it...found out the starter was bad...got a new one...hooked it up and it made a single click, and didnt even turn the motor over...still no power to the dash or gauges...took a multi meter to all my fuses in the engine bay box...they're all good...

Pull the spark plugs out and see if the engine will turn over. No water in the oil does not mean there is no water in the combustion chambers.

He had it running, so I'm thinking the engine is not hydro locked... Did you verify the starter relay was OK ??? Did you check battery voltage while attempting to crank it over ??? You can have 12 volts with no load and then it drop to 5 volts or so under a load (starting)... Do check the fuses in the driver’s foot well area... I believe there is a 20 amp fuse for the starter in there as well...
