Unhappy Jeep Cherokee electrical problem

Hey, I'm new here so I apologize if this is posted somewhere else >_>

2000 Jeep Cherokee, stock, nothin' special on it. Today, it would start but it wouldn't completely turn over. We ruled out that it's not the fuel pump. The check engine light has been coming on randomly for the past month, and the months before that, all of the dashboard gauges would dip randomly also (hasn't done it recently though). Alternator, starter and battery were replaced last year. We think the engine light is coming on because there is an emissions leak somewhere (it makes a high pitched whistling noise about five minutes after starting it, I feel bad for the people taking my order at a drive-through :P ). At times the whistling noise will lessen by accelerating. Just starting to be due for an oil change but we don't feel that could be it. Any suggestions? I don't have the option to get rid of it right now so any information would be appreciated, thank you!
