Jeep cherokee diesel Electrical problems

Jeep cherokee diesel Electrical problems
Hi I am new to this and hope someone ca help I have a 97 2.5tds limited which has a few problems:
1. Steering feels really bad on the road and the car wanders quite badly have topped up the fluid resevoir and hope that helps but would really welcome any other suggestion?
2. Car now refuses to start have tried to jump the car and charge the battery and even when jumping the car I cant get the dash lights on their is absolutly nothing hope some one can help?
