Issues man, issues

I think I've got a wiring issue. Here's the list of electrical issues 1. Head unit stays on always 2. Power windows only work from driver side door 3. Power locks do not work 4. When left blinker is turned on, all flashers come on 5. Hard to start. Had starter checked and new battery. Alternator is good as well. (I think the radio staying on is making it hard to start after sitting for a few hrs, but not sure) 6. It takes a good 10-20 seconds for the ac to change settings. If I turn it to the vents I can hear it blowing like crazy in the dash until it decides to actually start blowing through the vents. 7. Windshield wipers do not return to starting position when turned off. 8. Gas gauge just quit working two days ago. 9. Aux power and cgi lighter will not power anything. When a charger is put in the light on the device will come on, but it will not charge whatever is connected. I'm beginning to think it might all be tied together somehow. But I know nothing about the electrical.
Sounds like you have a bad ground(s) or loose connection(s) somewhere in the dash... I am not the best with electrical, Wait for others to chime in and see what they say, I don't want to steer you in the wrong direction..

Dude.... the folks on here will be glad to lend their advice and expertise, but you've posted the same thing about four times now. Give them a chance to think things through and offer up their opinions.
I'll mention my first thoughts on some of your issues. Not saying these ideas are all correct, but just what I would check first.
1. Aftermarket? Someone wired it to constant instead of switched 12V.
4. bad ground
5. Clean all connections on battery terminals.
6. Vacuum issue. Maybe a leak somewhere. Is there a check valve in the system?
8. Probably the sending unit (part of fuel pump assy in tank).
9. This sounds more like a problem with the device than the vehicle.

Is this an XJ or a WJ as your avatar suggests?
Regardless, the first thing I would do is check the voltage at the cig/aux plug with a multimeter. Then I would inspect, clean, and tighten all grounds. Finally, clean your battery posts and report back with the results.
