Issue with hard starting

Ok I am really screwed here i think. I got a new tps. Installed
It but it just won't adjust so I started testing all the connectors and the voltage is just not there.

I hooked the voltmeter to c and b and got nothing. Hooked up to a and b and got about 3 Volts. When I move the tps arm there is no change in voltage at all.
What the hell is going on?

I guess what would help is a clear explanation of how to test tps. I have read a ton of different how tos and they seem to be all saying different stuff.
If someone can say what voltage should I see between A and B and B and C and such.

For some reason I get 0.24v where I should be getting .83. My reading is way way off. Is it because I am using digital voltmeter?
