Fan is new and its a ZJ unit. I was wheeling all night, and it got to 215 once, and the E-fan kicked on. Im thinking about seeing if CSF will warranty this radiator out even though its from the previous owner.

that seems pretty normal to me, hell i've been wheelin all summer and my secondary fan seemed to be running almost all the time. i have recently flushed the system and it helped out alot. the secondary fan only kicks on when i turn the a/c on or every once in awhile when im wheelin.

That does not sound bad at all. Thats what the other fan is for.

Oh there is, beleive me, a mechanically driven fan with a viscous clutch will turn from the beginning, electric fans come on only when at hot temp.

Check ur fan clutch, check ur electrical fan, but most probably its an air pocket. jeeps are terrible for air pockets.
