I am having a no crank issue with my 99 xj. It is a manual so no NSS. I have replaced the starter and battery and starter relay.
I am thinking it is the Ignition switch.
Am i right in thinking it is a faulty one of these:

or should i look into getting one of these:
my key turns as is should and feels normal when moving to the "start" position. Although when i do i get some sort of short because i dont get a crank and all my gauges die.

You don't have an nss, but you do have a clutch interlock switch.
Power goes from the ignition switch to the clutch interlock switch (yellow/red wire), then from there (yellow wire) to the starter relay in the pdc (under hood fuse box, relay closest to the firewall and fender).
Check for power at all those points.

Also, you can put the key in the "run" position and jump 12v to the yellow wire from the clutch interlock switch to bypass the ignition switch to test.
