Default ignition lock cylinder removal?

How do I remove the ignition lock cylinder on a 93 XJ? I can put the key in and take it out but the key doesn't turn in the ignition. I've trying moving the wheel while doing it and yes it's in park.

I haven't tried this but, I read somewhere on here about putting the key in the ignition and tapping on it with a hammer can sometimes fix it.
