200mV is low , IIRC its just around 1V at idle.

Do you have a code-reader that can show live data?

Yes, I posted the factory specs if anyone else comes across this issue and reads this. My range was 300mv-4.7v. I believe this is a fairly close to specs. No, I wish I had a $5000 snap on. Especially for my 2010 4runner.

Even a simple one with live data could be ok.
it would be for the TPS %

Does AutoZone or O'Reilly's have one for rent for pre 96 diagnostic port? I doubt it. I'm a backwoods f_ck that likes to do everything for free with my evil genius ways. We don't come out of the woods around these parts. I'm assuming this live data translates/converts TPS output signal into throttle plate position percentage/angle of operation.. checking that the output signal matches the with the correct angle. Do you have a chart of the factory specs, angle to voltage conversation? I have a sharpie and know my geometry. Those are the only tools I need for that test. You think a c_nt hair could cause my slightly high idle 😆. Anyway that's a good idea I'll try to find that data. Thanks high roler 👽
