Idle issues, need your opinion

I have a 97, 4.0, with a cold air intake. The issues started happening after I got into an accident and all of my sensors an stuff are under warranty. I know it's a iac problem but sofar replacing is all I've been doing( and the wires) and the issue only starts at absolute cold engine. After I warm it up and disconnect the battery. It works fine
Good news is I'm pretty sure it has to do with the state I live in Michigan. It's avraavg temp outside in the morning is 35 at the moment.
So here's my thoughts on it and I did google searches on it. It's either my cai or my idle air temp sensor.
Do all of you agree? Any other opinions? Have you encountered this?

Do not disconnect the battery while the engine is running, you will kill the ECM by doing that. It is possible that the throttle body is icing up and blocking the IAC port.

Sorry about that. Here's the issue. Early in the morning or now during the night after reaching absolute 0 engine temp my jeep acts up. The computer throws a code saying "iac high voltage". Now I can start it up and it stutters and revs 1100-2000 rpm. But after I get the engine warmed up I disconnect the battery (after turning it off lol) and let it sit for a min to stop the code, then re connect it and its all good.
Now my question is do y'all think its the iac motor, ia temp, or my cold air intake causing it to do this? And do you have a solution or do to think that should just do it? My only other idea would be placing a engine block heater near it

take out your o2 sensors, wrap them in foil, and re install them...if it still has the same problem, its your o2 sensors...if not then you can eliminate your o2 sensors... also did you replace your maf??

Do you own a multimeter? Sounds like you have a short in a wiring harness or bad grounds. Look for cruiser54's writeups on ground refreshing. Do that and test your TPS and check for vacuum leaks. Nothing is icing up. Your O2s won't cause an IAC related code and they aren't even being considered by the ECU until it's warmed up
