Idle issue - 2000 XJ - please help

Idle issue - 2000 XJ - please help
Hello everyone, I recently talked my friend into buying a 2000 jeep cherokee sport, same car as i've had for 10 years with no problems.
he first had an issue where you would start the car and the idle would drop to zero and stall we replaced the idle control motor and it cleared up the issue but it still acted a bit funny.
the car would start but it wouldnt hold the idle constant, when you first start the car it will rev to 15-1700 rpm instead of 1250 and then will slowly fade down to about 500 instead of 800.
Now when you start it the idle will just drop to nothing and stall.
heres what we've done so far. We cleaned all the battery conections and ground wires, we verified we have a good battery, and we have replaced the idle control motor twice (it sure does seem like a bad icv so i swapped mine in there just to double check)
I dont know what the next logical step is but at 25-50 bucks a pop I dont want to just start replacing sensors for no reason.

thanks for the responses, My buddy did clean the throtle body when he replaced the idle control (when I looked at it i thought he could have done a bit better job)
Good call on the throtle position sensor. I will swap them out and see what happens
