Idle "blipping" when slowing down

Hi,
I have a stock 1999 cherokee sport with a 4.0, automatic, 4 wheel drive. When slowing down with my foot off the gas, the idle speed fluctuates a couple hundred rpm like I am blipping the gas pedal. At first I thought it was the tranny downshifting but I don't have that many gears! I know from past vehicles that the engine will idle higher when moving even if the clutch was pushed in but I have never seen the blipping behavior. The engine always runs great and holds a steady idle once I am almost stopped. Is this normal for this engine?
This forum has been a great research tool for figuring out some of the other problems my Jeep has had but I havent seen this issue. Thanks for the help!
