Engine: straight 6 4.0
so I recently went to have my 97 Jeep Cherokee 4.0 inline 6 smogged it passed the emissions test and visual test but failed functional it said that I have a misfire in the third and fifth cylinderand random multiple misfire detected and final OBD fault code p0132 oxygen sensor high voltage bank 1 sensor 1. the problem is I never had the check engine light come onand the co2 o2 readings don't match up with what they should for these types of malfunctions so I switched around the cables and spark plugs and had the computer hooked back up to it to run the test again and the same malfunctions read out I checked to see if I had the proper ecmand the part number matches with the year and model is it possible the hat I just need to replace the ECM due to the fact that the readouts it's putting out never triggering the check engine light

First, you should check to see if the CHECK ENGINE bulb works. Turn the ignition switch to RUN (before cranking the engine) and look for the CEL.
Next, inspect the upstream O2S wiring as it goes from the front end of the fuel rail wiring manifold, over the intake, then down to the connector. There have been cases where the O2S wiring rubs through the split loom and into the wiring where it passes over the intake.
Check the O2S heaters fuse in the PDC. The pic shows a '99 PDC but the O2S fuse is in the same spot for your year XJ.

I have confirmed the check engine light bulb is working also have inspected the o2s cable all seems to be in good condition. But wouldn't the fuse be blown if there was an issue there and why would it read high voltage if that were the case. Also i don't know if i mentioned it but it's not the original motor but the numbers match on the ecm. Is it likely that the ecm needs to be replaced?
