Default I don't think anyone can even answer this

....but someone take a stab.

I need to reduce\ shorten the length of my tie rod, which way should the vice grips be turned, up or down? I'm thinking up but not sure.

Down. If I'm wrong go the other way. Not like you are going to hurt anything turning it the wrong way.

You did loosen the clamps at BOTH ends....

I think it's up. I just redid all of my TREs and I recall the one on the driver side being the reverse threaded end.
