HVAC Vents Dont BLow

When I turn my jeep to "vent" or "a/c" or anything...you can hear the blower kick on. If you change the speeds from lo-hi you can hear the blower get louder. But if you put your hands infront of any of the vents there is no air coming out. A new born baby fart has more air pressure than my vents.
I do have the a/c compressor disconnected from the previous owner, but i would think it should still blow heat and outside air thru the vents.
Anyone know where to start trouble shooting?

the air control doors inside the heater box are controlled by vacuum. So you have a bad vacuum line or leak, stuck door, or a bad vacuum actuator.
