i looked at it again today when i was finishing up my axle seals, and the bolts will not budge. i broke them all loose, and then used a piece of wood with a rubber mallet and hit on the pump body and it wouldn't move at all. any other suggestions would be great.
thanks

make sure you loosen all the bolts.. if im not mistaken theres.. uugh id need to look at mine.. but there should be more then just 2 bolts holding it together.. they are eather underneith or in the back of the powersteering.. search around for anything connected to it.. im pretty sure that the whole pump has to be loose before you can do anything with the belt..

I adjusted the belt on my 90 4.0 yesterday. There are two bolts on the back side of the pump that allow the pump to swing, one bolt at the pivot point on the front left of the pump, one nut on the slot to the right low on the front. Get all those loose and then you can turn the adjustment screw that runs parallel to the header panel. The head is on the right near the airbox. Tightening the bolt tightens the belt.

Hope this helps
