The bottom bolts came out easy. The top have this plastic in front. This is on a 1996 Cherokee country

do you have access to Factory Service manual ?

I imagine you need to remove those plastic covers

Did you disarm the airbag yet? Some are not aware but the 95-96 is mechanical, not electrical. Disconnecting the battery will do nothing. You need to turn the arming screw to disarm the airbag. Do so from outside the vehicle. Unless the airbag is already deployed, obviously.
