I have 2000 jeep cherokee with 3 inch lift and 31 inch tires stock steering box and all stock linkage up front.

when i turn the wheel when not moving in any direction it makes a sound like whining mixed with it sounding like its having trouble turning the wheels any way i can lessen the noise ie new stabilizer the old leaked when i did my front axle replacement but made the noise before that any ideas ?????

That sounds a lot like a power steering pump problem. I'm no expert but maybe yours is going bad or maybe that's just how it sounds with oversize tires. As for stabilizer bar that won't do anything if your at a stand still. It just acts as a damper for hitting bumps in the road

It may just be the normal whine that's made louder when when the pump is working a bit harder with the bigger tires. Mine whines too. Is it easy to turned the wheel? Have you checked your power steering fluid? Definitely not the stabilizer.

Changing the power steering fluid as preventative maintenance is commonly overlooked. That stuff wears out.
