Default Horn problem

Hi everyone so i did a little wheeling today and i did go through some deep water. And then after driving down the road for a bit i shut the jeep off and after about 30 seconds my horns just started blaring non stop. Both horns have 12v going to them and i ruled out the relay by switching it with a known good one. I can also hear the relay click when i push the steering wheel switch. And pulling the fuse does stop it so it must be something after the relay. Any thoughts?

Sounds like something is shorted between the horns and the relay. I would remove them, blow them out with air and trace the wire back to the relay. Be sure and dry out the connector at the horn, if it's wet it could cause the short.
