Horn doesnt work.

I have a 1991 Cherokee with a tilt-wheel steering column. I baught it with the horn not working. I took the cover plate off the steering wheel to see what the problem was. When I push down the plunger (I think that is what its called, the little metal piece that activates the horn
) nothing happens. I dont hear any connection or clicking. I've searched the threads and I cant seem to find anything that instructs how to fix this. If anybody knows anything, advice is greatly appreciated.

when i got mine my horn didn't work either. what i found out was it was a bad fuse. every time i would press the horn the fuse would blow. i had to put a higher fuse

Are there two horn buttons? I know there are on my 96'. I would think if they both didn't work it would have to be power related. The odds of them both going would seem too unlikely.
