My hood latch won't release. I have a 96 sport and if I pull the cable in the cab the drivers side latch pops but the pass side won't and hoods stuck closed any ideas how to release it

Try having one person pull the release and you smack the hood on the side that wont release. Might take a few tries.
I imagine it takes some force when you pull the hood release correct?

Last time I had that problem, I used a screwdriver to push the little metal rod that goes to the latches. Popped it open just like normal. Takes some finangling though.
When you get it open, spray some wd40 on it, use a stiff brush and clean all the mechanisms off, let em dry a litttle. Then slather them in grease. Work the mechanism a few times to work it in there.

Not worried bout the latches after I get it open the cables busted on side the cab due to the latch under the hood being rusted so when I get it open I'm putting hood pins in

You could remove the headlights and the metal buckets behind them.. Undo the 13MM bolts that hold the hood catch bars and lift them with the hood.
Replace the cable assemblys and lube.
No hammers needed.

I had my hood cable break once and I was able to reach from underneath the jeep and grab the rods on the bottom side that go to the latches. The gap between the radiator and engine is where I was able to stick my arm through.

If it is broken, will be harder, but like sbs10 above said, try reaching underneath the available gap and pull the cord/rod. Granted I don't know it is the same as my 2000, but worked for me.
