Default High Voltage

So I went to go start my jeep today and she had a hard time starting. Seemed like the battery but that is brand new so I know its fine. As I was driving home on the freeway the voltage on the instrument panel shoot up to 19 and stayed there. As soon as I got home I turned it off and now there is no power at all. Before I go replacing things does this sound like a bad alternator or what? I know the voltage regulator is controlled by the pcm so Im hoping that is fine.

Check your battery connections first.
