Default High speed only

96 Cherokee Sport interior heater fan only works on high. When I bought this the backyard mechanic that had it butchered the wiring harnesses in an attempt to get it running. I was able to repair most of the damage and the original no start issue the cps and make it run. Now I,m down to the heater fan issue and the electric cooling fan, everything else seems to work now but have not driven it much.

Sounds like a bad resistor. I'd start by testing each speed function out of each pig tail with it connected.
They go bad all the time and are cheap to replace.
