High pinion stock on my '01 XJ??

I'm the second owner of my 2001 XJ. It was a government vehicle before. What was it used for?? I don't know. But I'm having a few problems with my front axle. The XJ is stock for right now.
First off...
...I was doing some light wheeling and heard and felt a like something hit underneath. Found nothing but happened again. Took a closer look and found out that the passenger side upper control arm was hitting the oil pan where the bolts are which at the same time pinched my trans cooler line.
The track bar is stock non-adjustable. Noticed that the front axle is off centered towards the driver side. Called up my bro-in-law (eats, drinks, and sleeps jeeps) and told him what's up. He came over. WTF!! Dude, you have a high pinion front axle D30.
Here is a pic of my XJ to show the height. Stock, right??
